Enterprise Zone Incentives
The Illinois Enterprise Zone Program is designed to stimulate economic growth and neighborhood revitalization. This is accomplished through tax incentives, regulatory relief, and improved governmental services. Businesses located or expanding in an Illinois enterprise zone may be eligible for the following tax incentives:
- Exemption on retailers’ occupation tax paid on building materials (6.25%)
- Expanded state sales tax exemptions on purchases of personal property used or consumed in the manufacturing process or in the operation of a pollution control facility
- An exemption on the state utility tax for electricity and natural gas
- An exemption on the Illinois Commerce Commission’s administrative charge and telecommunication excise tax
Exemptions are available for companies that make minimum statutory investments that either create or retain a certain number of jobs. These exemptions require a business to make application to, and be certified by, the Illinois Department of Commerce. The entire Village of Bensenville is an enterprise zone.

The Façade Improvement Program provides financial assistance for exterior building and site improvements of eligible properties to enhance form, function and design within the Village of Bensenville. Specifically, the intent is to reimburse applicants for eligible expenses that contribute to the physical, economic, social and aesthetic well-being of the Village. All non-residential properties Village wide.
What’s eligible:
Canopies, Awnings, Signage, New facade elements, Exterior Lighting, Entryway Improvements.

Tax Increment Finance Districts (TIF)
TIF funds may be used for costs associated with the development or redevelopment of property within the TIF, allowing blighted, declining and under-performing areas to again become viable, and allowing these areas to compete with vacant land at the edge of urban areas.
Typical projects include:
- The redevelopment of substandard, obsolete, or vacant buildings.
- Financing general public infrastructure improvements, including streets, sewer, water, and the like, in declining areas.
- Cleaning up polluted areas.
- Improving the viability of downtown business districts.
- Providing infrastructure needed to develop a site for new industrial or commercial use.
- Rehabilitating historic properties.
